The Minister will be the Responsible Authority for the approval of the Development Plan and Environmental Management Plan required under the Development Plan Overlay also for the planning permit required under the Design and Development Plan Overlay. In locations where the Special Building Overlay exists over the rail reservation buildings and works in respect of the Melbourne Airport Rail Link are exempted from the requirement for a permit|
