The amendment seeks to retain life in the street by preventng car parking areas from dominating the streetscape. The proposed overlay controls also encourage a mixture of activity ranging from commercial  community  entertainment and residential uses. The controls encourage multi level development with retail activity preferred on the ground floors and office  residential and entertainment uses on the upper floor
