Applies the DPO13 to a site on the Hastings Foreshore designated for a major tourist attraction ( a change to DPO13).  Deletes the need for a permit to use land at Hastings foreshore for a food and drink premises or a retail premises geared to the tourist market (a change to the schedule to the Public Park and Recreation Zone).
