43.04 and makes the City of Melbourne responsible authority for all permit applications| Applies the Development Plan Overlay Schedule 8 (Carlton Housing Precincts) to the Lygon/Rathdowne Precinct the Elgin/Nicholson Precinct and the Keppel/Cardigan Precinct| Replaces the schedule to Clause 61-01 with a new schedule that makes the Minister for Planning the responsible authority for the Carlton Housing Precincts Development Plan and any amendment to it under Clause 43.04 Development Plan Overlay Replaces the schedule to Clause 61-03 with a new schedule that reflects the planning scheme map
